Where do the monthly GTA market numbers come from?

From the Toronto Regional Real Estate Board, which publishes its Market Watch report early each month for the month before. It covers sales, new listings, average and benchmark prices and days on market, for the whole GTA and broken out by region and home type.

How should I read an older market report on this page?

As a record of that month, not as today's market. Each report says which month it covers. For where things stand now, open the newest entry at the top of the list. The older ones are useful for seeing how the market got here and how earlier forecasts turned out.

Can anyone predict the Toronto housing market?

Nobody can call the exact top or bottom, and Moe does not claim to. What a forecast can do is lay out the forces at work, such as rates, supply, population and confidence, and say which way they lean. He goes back and checks his own predictions on camera, and those videos are listed here too.
